On behalf of Philadelphia’s homeless services provider community, on July 10, 2019, HAP submitted an Amicus Curiae brief in support of the proposed Safehouse Injection Site in Philadelphia – the first of its kind in the United States.

HAP writes:
“For those who are already addicted to drugs, engagement and treatment are the pillars of recovery. But opioid dependence presents unique challenges for engagement and treatment – the alluring euphoria, the severe withdrawal symptoms, the high risk of sudden overdose – such that the timing and method of engagement is uniquely critical to the success of both, especially for those living on the streets. To succeed, we must engage those who are addicted to opioids and living on the street when they are most receptive to our services, and we must go to them with treatment options. If we wait for them to come to us, it will be too late.”
